We are seeing some tasks that are failing due to not being able to start a mongo instance because of an invalid feature flag. These tasks, however, are being marked as "Setup Failure", which means they will not be tracked by our normal failure tracking system. We should investigate why these are not being treated as normal failures and address that. Here is an example task
