SERVER-81296 spotted that the unsplittable flag was not fully propagated as part of SERVER-77217. Specifically, we were missing the catalog cache that did not update the flag in case of changes and the catalog cache loader did not propagate the flag to secondaries As a continuation of SERVER-81296 the following unit tests should increase coverage to take into account changes on the unsplittable flag: shard_server_catalog_cache_loader_test routing_table_history_test
