Add debug log around helloResponse and splitHorizon

We are suspecting that when doing a reconfig, the server can provide a wrong host for the corresponding horizon. However, we don't have much log for understanding what's going on here. This ticket is filed to fill the gap. Comes from HELP-55484

Every time we cache a hello response. Every time we update and read from SplitHorizon map. Some of these logs should not belong to replication.heartbeat component but this is only committed to 5.0 for HELP-55484. Service Arch will file a separate ticket to add debug logs around SplitHorizon in long term.
