Update FCV generic constant clang tidy rule to work with FCV Snapshot

In SERVER-67234 we added a clang tidy rule to ban uses of FCV constants, but since we changed getting the FCV from mongo::multiversion::FeatureCompatibilityVersion to FCVSnapshot this rule does not work anymore (see here).
