Block-based API doesn't validate the scale factor for delta blocks

The iterator API on every call will validate the scale factor for simple8b-delta blocks. However, the block-based API doesn't do this validation leading to different results when comparing the two APIs. We should validate the scale factor for all delta blocks. This was found when we tried to enable the fuzzer using the block-based implementation.
