Some of our tests pass parameters as a replica set configuration object (`rs`) to the ShardingTest to configure replica set parameters as the number of nodes or to enable the PeriodicNoopWriter (`writePeriodicNoops: true`). These parameters are ignored for the config sever replica set if it is dedicated. Goal The goal of this ticket is to make dedicated config servers replica set accept replica set configuration object (`rs`) at ShardingTest, and solve related issues if any.
