The cluster_cardinality_parameter jstest has special behavior when the bin version is 7.3 due to SERVER-81974 being present and SERVER-86354 not being present. The test is checking for this case by checking if the version is "last-continuous", however in the git future tag versions, the last continuous version can be set to 8.0 which causes this test to fail. The test should test specifically for version 7.3 since this is the only version with different behavior.
