The unsplittable_collections_on_random_shard_jscore_txns suite is testing transactions with unsplittable collections residing on arbitrary shards: the mongos is choosing a random dataShard before forwarding the createCollection request. Since collection creation is disallowed within distributed transactions, the test behavior should be to always choose the primary shard here in case the operation context contains a txnNumber. This kind of defeats the whole purpose of the suite, so we should consider whether it makes sense.
