Re-enable the query settings passthrough suites on classic variants

SERVER-88194 introduced a tag based test selection system for Evergreen variants which left out the query settings suite from the classic engine variants. Persistent Query Settings need to support the classic engine as well, so we need to ensure that they're included as well.
