Use element_to_be_clickable instead of presence_of_element_located

For the automated oidc okta tests we use "presence_of_element_located" when we should be using "element_to_be_clickable" since as the selenium docs state: "An Expectation for checking an element is visible and enabled such that you can click it". We currently are getting some failures since the automator can find the element but it is still not clickable.
