390x should run unittest tasks as part of a task group on dynamic only

We split unittests tasks up so we can run static link tests with limited resources (macos limitation), however on 390x (even with dynamic link) platforms this is still not enough. For 390x we will need to go a step further and use a task group approach which will build a majority of the code in prior tasks (compile_dist_test), then the split unittests tasks can leverage the prior task work to fit within the task timeout. This still will need to be a dynamic variant.
