ProxyProtocolServer should handle setup errors

ProxyProtocolServer set up can error with something like "address already in use". This error is not detected or handled in tests that use this, and can therefore continue running without a ProxyProtocolServer. I think we should handle errors here and maybe output useful error info so this error is more diagnosable in the future.
