Exclude latch tests from running in trySbeEngine build variant

The amazon-linux2-arm64-try-sbe-engine variant has latches disabled (the default setting) but is running the latch analyzer jstests. We should exclude the latch jstests from running like this: https://github.com/10gen/mongo/blob/71b1cda1d8443c4eea41f0c196ea1c82312b4508/etc/evergreen.yml#L144
