Right now, if the featureFlagReshardingForTimeseries is disabled and there are tracked timeseries collections, a config transition won't succeed because there is no way to move tracked timeseries collections. To fix the failing tests we will stop tracking any timeseries collection upon moveCollection when the featureFlagReshardingForTimeseries is disabled, so the timeseries collections will be moved using the movePrimary command.
