[SERVER-30228] ensure no collection can be created without UUID

Last update date:

10/30/2023

Affected products:

MongoDB Server

Affected releases:

No affected releases provided.

Fixed releases:

3.5.11

Description:

Info

There are still some places, such as during replica-set rollback, that create a collection without allowing opOpbservers to note this. As a temporary workaround, register UUIDs as well in the Database::_getOrCreateCollection method.
