If this occurs, the taskbar, along with related icons and elements, will appear normal, however, invoking the Start Menu through any method - such as clicking the Start button or pressing the Windows key - will not bring up the menu. This issue only occurs at the time when a user logs in and a session is initialized - once a session is started, you should not experience this issue. Only some device configurations, not all, will experience this issue. Although no error message is expected to appear, some device administration monitoring tools may log errors related to 'StartMenuExperienceHost'. We are presently investigating the triggering conditions for this issue. Resolution: This issue is resolved using Known Issue Rollback (KIR) (https://techcommunity.microsoft.com/t5/windows-it-pro-blog/known-issue-rollback-helping-you-keep-windows-devices-protected/ba-p/2176831). Please note that it might take up to 24 hours for the resolution to propagate automatically to consumer devices and non-managed business devices. Restarting your Windows device might help the resolution apply to your device faster. For enterprise-managed devices that have installed an affected update and encountered this issue can be resolved by installing and configuring a special Group Policy. The special Group Policy can be found in Computer Configuration > Administrative Templates > <Group Policy name listed below>.
