Impact: Apps requiring administrative privilege to install might not install when using .PPKG files. Affected apps require elevated privileges to install (must be installed as administrator) and might not have sufficient privileges during provisioning to install. Provisioning packages are .PPKG files which are used to help configure new devices for use on business or school networks. For more information on provisioning packages, please see Provisioning packages for Windows (https://learn.microsoft.com/windows/configuration/provisioning-packages/provisioning-packages). Note: Provisioning Windows devices using Windows Autopilot (https://learn.microsoft.com/mem/autopilot/windows-autopilot) is not affected by this issue. Workaround: Any required apps which did not install can be installed after provisioning is complete. Resolution: This issue was resolved in KB5022913 (https://support.microsoft.com/help/5022913). To prevent this issue, you will need to install KB5022913 (https://support.microsoft.com/help/5022913) before using a using a provisioning package. Important: If you are using provisioning packages, we recommend installing updates released November 29, 2022 (https://support.microsoft.com/topic/november-29-2022-kb5020044-os-build-22621-900-preview-43f0bdf9-0b75-4110-bab3-3bd2433d84b3) or later before provisioning devices to prevent the issue in which, Windows might only be partially configured, and the Out Of Box Experience might not finish when using provisioning packages (https://learn.microsoft.com/windows/release-health/resolved-issues-windows-11-22h2#2915msgdesc).
