The earliest recollection of this bug is traced back to PAN-OS 10.1.9 - May 15, 2024. This bug is fixed in PAN-OS versions 10.2.4, 10.1.9. ( VM-Series firewalls only ) Fixed an issue where the management plane CPU was incorrectly calculated as high when logged in the mp-monitor.log.
