The earliest recollection of this bug is traced back to PAN-OS 10.1.7 - May 15, 2024. This bug is fixed in PAN-OS versions 10.2.3, 10.1.7. Fixed an issue where restarting the NPC or the Data Processing Card (DPC) did not bring up all the network interfaces.
