Fixed an issue in next-generation firewall deployments where, when SD-WAN was configured, the dataplane restarted if all SD-WAN member links were down due to an out-of-memory (OOM) condition or during a reboot when all SD-WAN tunnels were down.

The earliest recollection of this bug is traced back to PAN-OS 10.1.8 - May 15, 2024. This bug is fixed in PAN-OS versions 10.2.3, 10.1.8, 10.1.8. Fixed an issue in next-generation firewall deployments where, when SD-WAN was configured, the dataplane restarted if all SD-WAN member links were down due to an out-of-memory (OOM) condition or during a reboot when all SD-WAN tunnels were down.
