The earliest recollection of this bug is traced back to PAN-OS 10.2.4 - May 16, 2024. This bug is fixed in PAN-OS versions 10.2.4, 10.2.5. Fixed an issue with firewalls in active/passive HA configurations where the passive firewall MAC flapping occurred when the passive firewall was rebooted.
