The earliest recollection of this bug is traced back to PAN-OS 10.1.11 - May 06, 2024. This bug is fixed in PAN-OS versions 10.2.6, 10.1.11, 11.2.0. Fixed an issue where the OSPF neighbor state remained in exstart when the OSPF network had more than 40 routes.
