In VMware Integrated OpenStack we will witness high memory utilization on the OpenStack controllers. The controllers will run out of memory, and services will start to be shutdown in order to free up memory for more demanding services. The issue can be temporarily resolved by rebooting the virtual machines for the OpenStack controllers. It will eventually come back.
There is a known upstream OpenStack issue impacting this version of apache2.

A temporary fix is to increase the memory for both of the controller virtual machines for VMware Integrated OpenStack. A recommended setting is to increase the controllers from 16GB of memory to 24GB of memory.
