Mobile VPN with SSL connections fail for all users after Android and iOS devices authenticate

Issue
If you use an Android or iOS client and connect to Mobile VPN with SSL on a Firebox running Fireware v12.3, connections from users will drop unexpectedly or fail to connect. When this occurs, any subsequent connections to the Mobile VPN with SSL connections will fail regardless of client version or operating system. To restore functionality, you must reboot your Firebox of, if you use FireCluster you must initiate a cluster failover.
Workaround/Solution
Once this issue occurs, it impacts all other Mobile VPN with SSL users, whether or not they use the Android or iOS client.
