Description:
Issue
If you use a local WebBlocker Server, users cannot reach sites when the URL is encoded. When this occurs, the users see a WebBlocker error page that does not specify a category. The path includes a %XX URL encoded entity, such as https://fr.wikipedia.org/wiki/wikip%c3%a9dia:accueil_principal.
Workaround/Solution
This issue does not occur with the default cloud server for WebBlocker.
