3rd party certificate import does not work correctly for Fully Managed FireCluster devices

Description:
Issue
If you try to import a 3rd party certificate to devices in a FireCluster configured in Fully Managed mode, the certificate import succeeds, but you see the error message: Error: Error occurred while performing 'import certificate':Unable to send request to module.Also, if you import the certificate while the FireCluster is in Fully Managed mode, the imported certificate does not appear in Authentication Settings when you launch Policy Manager from your Management Server connection.
Workaround/Solution
If you change the device management mode to Basic Managed mode temporarily, you can then view the imported certificate in Policy Manager. When you enable Fully Managed mode again for the device, the certificate remains visible.
