Issue
In Fireware Web UI and Policy Manager, to make it easier to view policy information in larger configurations, you can tag policies and then filter the policy list for those policies. On devices with manual order mode enabled, making changes to the order of policies when the policy list is filtered by policy tag unexpectedly moves the placement of the filtered policies. Fireware Web UI and Policy Manager do not know how to order the policies in the filter relative to any unfiltered policies and move the policies to the bottom of the policy list.
Workaround/Solution
If you use manual order mode and have to change the order of policies, make sure that no policy tag filter is in use and that the policy list shows all policies.
